Article 42. Right for education

Every citizen has the right for education.
II.
The state guarantees free obligatory secondary education.
III.
The system of education is under the state control.
IV.
The state guarantees continuation of education for most gifted persons
irrespective of their financial position.
V.
The state establishes minimum educational standards.
