3.1 Data description The Food Price Anomalies Index (IFPA) identifies abnormally high or low price ranges observed in the price range of any food product during a given period.

3.3 Sector coverage Registration of prices is carried out on a set of representative products (services) that are uniformly accepted for all regions of the Republic of Azerbaijan and are mostly consumed by the population. The consumer basket includes 519 representative products (services), including 150 food products, 1 tobacco product, 269 non-food products and 99 services.

IFPA is based on a weighted overall growth rate, taking into account price increases both over the year and over many years.

3.6 Statistical population In each city (district) organizations that regularly sell mass products (services) to the sample, as well as trade outlets (shops, department stores, kiosks), public catering facilities, city markets (food, non-food), providing paid services to the population enterprises, individual entrepreneurs permanently operating in the field of services and retail trade, and individuals engaged in trade in markets.

10.7 Quality documentation The State Statistics Committee has a quality management system in accordance with the international standard ISO 9001. In 2013, the State Statistics Committee conducted an external audit of the quality management system and in August of that year for the first time in the field of "Production and dissemination of official statistics" ISO 9001: 2008 international certificate of conformity was obtained. After the change in the international standard in 2015, all the documents of the quality management system were redesigned in accordance with the requirements of the international standard ISO 9001: 2015. 11 1 Quality management
11.1 Quality assurance The State Statistical Committee implements the quality management system in accordance with the international standard ISO 9001. In 2013 the external audit of the quality management system was conducted in the State Statistical Committee, and in August of the same year for the first time ISO 9001:2008 international certificate of conformity was obtained in the direction of "Production and dissemination of official statistical data". After a major change of the international standard in 2015, all documents of the quality management system were redesigned in accordance with the requirements of the international standard ISO 9001:2015. According to the results of certification audit conducted on March 09-10, 2017, the apparatus of The State Statistical Committee and 13 local statistical offices where QMS is applied, and then the apparatus of the State Statistics Committee according to the results of recertification audit conducted on March 02-06, 2020 and another 17 local statistical offices where QMS is applied, then according to the results of recertification audit conducted on February 13-17, 2023, the apparatus of the State Statistics Committee and 45 local statistical offices where QMS "Production and dissemination of official statistical data" is applied, have received the international certificate of conformity 9001:2015 in the direction of "Production and dissemination of official statistics". http://stat.gov.az/menu/2/quality/en/sertifikat_ISO_9001_2015.pdf 
11.2 Quality assessment On the basis of the “Audit Program” approved annually, internal audits are carried out in the departments of the Office and in the local statistical bodies where the GIS is applied. Audit teams are formed to conduct audits and an individual audit plan is approved for each structural unit. The audit team conducts inspections in accordance with the audit plan. Internal monitoring of quality aspects in the State Statistics Committee is carried out in a centralized manner by the authorized structural unit (Quality Management and Metadata Department) and an annual “Analysis by Management” document is prepared and submitted to the management based on the results of audits. The members of the audit team (auditors) are instructed before each audit by the auditor general, as well as through seminars organized at least once a year. The activity of the State Statistics Committee is “Quality management systems. Requirements ”ISO 9001: 2015 is one of the strongest strengths. Increased workload due to incomplete transition to electronic documentation and parallel paperwork, late adaptation of staff (employees) to the requirements of the new standards are the weakest weaknesses.

13.1 Overall accuracy In order to calculate the Food Price Anomalies Index (IFPA) and to qualitatively address the challenges, the Price Statistics Department is constantly working to improve the quality of the initial data received from local statistical offices. Employees of local statistics bodies regularly participate in seminars and are promptly informed if any methodological innovations occur.

In order to reduce the burden on respondents, the indicators of official statistical reports and observation forms are constantly improved, priority is given to automating statistical processes and expanding the use of information and communication technology potential in order to reduce production costs, as well as the burden on respondents. The department operates in this area in accordance with the "Concept for reducing the statistical burden on respondents."

18.4 Data validation The SSC has implemented logical controls to check the completeness and consistency of data entry in all software. After entering the data into the database, the process of verifying the entered data is carried out. In this case, the information is checked by the employees of the department through specially developed control tables: if discrepancies are found during the observation of the online database, the local statistical bodies are informed, the respondents provide relevant explanations and make appropriate adjustments before the end of the reporting period.
