Achieve gender equality and empower all women and girls
İndicator 5.c.1 Existence of systems of distribution and control of state allocations to ensure gender equality and expand women's opportunities and rights
Based on this indicator, countries
worldwide are classified according to their achievements in the fight for
gender equality and the empowerment of women (GEWE) into three groups:
countries that fully meet requirements; countries that approach requirements;
and countries that do not meet requirements. The classification is carried out
based on a survey questionnaire covering 13 binary questions ("yes"
or "no") related to the presence of normative-legal acts, state
programs, strategies, action plans, etc. in the field of GEWE, the support of
the state financial management system for achieving GEWE-related goals, and the
publication of information on funds allocated for GEWE9. For
classification purposes, a threshold has been set requiring at least 2
"yes" answers for each of the 1st and 3rd criteria, and at least 4
"yes" answers for the 2nd criterion. Countries that meet the
thresholds for all three criteria are classified as "countries that fully
meet requirements" those that meet the threshold in 1 or 2 criteria are
classified as "countries that approach requirements" and those that
do not meet the threshold in any criterion are classified as "countries
that do not meet requirements". The classification is intended to be
conducted every 3 years.
Based on the classification results
conducted using the data provided by the Ministry of Finance of the Republic of
Azerbaijan and the State Committee for Family, Women and Children Affairs of
the Republic of Azerbaijan, as of the end of 2024, Azerbaijan is classified in
the group of "countries that approach requirements" in terms of
achievements in the field of GEWE.
In our country, a legislative framework in
the field of GEWE has been established, including laws such as the "On
Guarantees of Equality Rights for Women and Men" and the "On the Prevention
of Domestic Violence" among others. Additionally, several strategic
documents have been adopted, such as the "Action Plan for the
Implementation of the Employment Strategy for 2020-2025" the "Action
Plan for Preventing Prenatal Sex Selection for 2020-2025" the
"Strategy for Children of the Republic of Azerbaijan for 2020-2030"
the "Action Plan for the Implementation of the Children's Strategy for
2020-2025" the "National Action Plan for Strengthening the Fight
Against Corruption for 2022-2026" and the "Socio-Economic Development
Strategy of the Republic of Azerbaijan for 2022-2026". In accordance with
these documents, GEWE-related activities have been (or are planned to be)
implemented using state funds. Taking these into account, the relevant
questions in the survey questionnaire were answered with "yes".
However, for questions such as "Is sex-disaggregated statistical data used
as a source of information in budget decision-making on major policies and
programs?" and "Are funds allocated for GEWE publicly
disclosed?" the answer was "no".
Based on the results of 2021,
countries such as Albania, Austria, Belgium, Bolivia, Ukraine, Pakistan, India,
Iceland, and others were classified in the group of "countries meeting the
requirements," while countries such as Germany, Italy, Switzerland, Spain,
the Netherlands, Greece, Georgia, Uzbekistan, and others were included in the
group of " countries that approach requirements".
