İndicator 15.8.1 The existence of appropriate national legislation and the allocation of sufficient resources to prevent or control invasive alien species
Legal
regulation on the prevention and control of invasive alien species in the
Republic of Azerbaijan is carried out on the basis of the “Forest Code of the
Republic of Azerbaijan”, the laws of the Republic of Azerbaijan “On
Environmental Protection”, “On Veterinary Medicine”, “On Phytosanitary
Control”, the decisions of the Cabinet of Ministers of the Republic of
Azerbaijan “On Approval of Some Normative Legal Acts in the Field of
Phytosanitary Control” No. 260 dated December 7, 2006 and No. 280 dated
December 29, 2006, etc. In addition, Azerbaijan has joined the international
conventions “On Plant Protection”, “On the Establishment of the European and
Mediterranean Organization for Plant Quarantine and Protection”, “On Biological
Diversity”, “On International Trade in Endangered Species of Wild Fauna and
Flora” and other international conventions in the field of combating invasive
alien species, and has signed bilateral agreements, memorandums and other
international documents with various countries. In accordance with the
above-mentioned documents, preventive measures are being taken to prevent and
control invasive alien species in the country.
Important measures have been taken in
the field of biodiversity protection, including combating invasive alien
species, based on the “National Strategies for the Conservation and Sustainable
Use of Biological Diversity” implemented in the country at different times.
Azerbaijan cooperates with
international organizations in the field of combating invasive alien species
and biodiversity protection, which, in addition to strengthening our country's
efforts in this direction, increases the opportunities for financial support
and exchange of experience. The projects “Environmental Protection in Rural
Areas”, “Towards Land Degradation - Neutral
Azerbaijan”,
“Monitoring and Assessment of Forest Resources to Strengthen the Knowledge Base
on Forests in Azerbaijan” related to combating invasive alien species have been
implemented with the financial support of global environmental funds.
The 2024 state budget includes 10,835.5
thousand manats for the implementation of the "Biological Diversity
Protection" program in the "Environmental Protection" sector,
where a result-based budget mechanism is applied. Our country plans to allocate
a total of 1.3 billion manats for green initiatives in 2025.

The implementation of this indicator at the national level aims to describe the situation regarding the establishment of a legal framework and policies aligned with international standards in the field of combating invasive alien species, as well as the allocation of financial resources for their implementation.
