Goal 11 . Make cities and human settlements inclusive, safe, resilient and sustainable

The present Law regulates professional and architectural creative activities for ensuring life activity, material and spiritual needs of society and the person.

The purpose of the present Law consists in establishment of the legal basis for protection of life and health of the person, society, its material and moral values, the environment, including atmospheric air, space, water objects, subsoil of the earth, the earth, natural landscape, plant and animal life against the danger resulting from impact of natural and anthropogenous factors.
The present Law determines legal, economic and social basis of environmental protection. The purpose of the Law consists in providing ecological safety in the field of protection of ecological equilibrium of the environment, elimination of harmful effects of economic and other activity on natural ecological systems, preserving biological diversity and the rational organization of environmental management. The present Law regulates interrelation of society and the nature for the purpose of strengthening of legality and legal rules of improvement of quality of the environment, rational use and recovery of natural resources, environmental protection.
The Law about Traffic envisages the implementation of complex measures to ensure safe and comfortable movement of vehicles and pedestrians on roads, protecting people's lives and health in traffic, protection of the environment, private, municipal and state property, prevention of road traffic accidents and determine the legal basis of taking measures to reduce their weight and the rights and obligations of the state, as well as road traffic participants.
The present Law establishes general bases of legal, technical and economic and organizational design philosophies, constructions, uses, contents, protection and development of highways in the Azerbaijan Republic and the related engineering constructions, and also management of road economy and governs the main relations arising between subjects of road economy. The present Law extends to all highways of the Azerbaijan Republic, regardless of the owner, users and value.
The present Law establishes legal, organizational and economic basis of public conveyances and loads road transport in the territory of the Azerbaijan Republic, governs the relations arising in this sphere between state bodies, carriers and consumers of services in public conveyance and loads road transport.
The present  Law establishes legal, economic and organizational basis of functioning of transport.

The present Law establishes procedure for state registration of the property right to real estate and other corporeal rights, their emergence, restriction (encumbrance), transition, the termination, and also maintaining the state real estate register, single on the territory of the Azerbaijan Republic.

The present Law establishes bases of the organization of the land market and regulation of economic and legal relations in the land market in the Azerbaijan Republic.


The present Law determines the legal basis and rules of implementation of land reform in the Azerbaijan Republic.
The present Law establishes organization-legal, economic bases of activities of the museums in the Azerbaijan Republic and governs the related relations.

The present Law governs the relations connected with protection, studying and use of historical and cultural monuments.

The purpose of the present Law consists in establishment of the legal basis for protection of life and health of the person, society, its material and moral values, the environment, including atmospheric air, space, water objects, subsoil of the earth, the earth, natural landscape, plant and animal life against the danger resulting from impact of natural and anthropogenous factors.
The present Law determines state policy of the Azerbaijan Republic and legal relations in the field of prevention of harmful effects on human health and the environment of production and household waste (further - "waste"), except for harmful gases, the contaminated waters and radioactive waste, reduction of their dangerous impact, ensuring ecological equilibrium in the nature, and also waste managements for the purpose of attraction of such waste in economic circulation as sources of secondary raw materials.
Atmospheric air is the integral component of the environment influencing health, working ability of people, flora and fauna. The present Law, establishing the legal basis of protection of atmospheric air, it is directed to implementation of the rights of the population to accommodation in the favorable environment and receipt of exact information on the environment.
The present Law establishes legal and organizational basis of prevention of human trafficking, fight against human trafficking, and also legal status of the victims of human trafficking in the Azerbaijan Republic, regulates questions of protection of the victims of human trafficking and rendering the help to them.
The present Law establishes and regulates the events held in the direction of prevention of the violence committed by the abuses of the close related relations, the current or former cohabitation generated by it negative legal, medical and social consequences, social protection, providing with legal assistance persons which were affected by domestic violence, and also elimination of the circumstances leading to domestic violence.
The present Law according to Articles 39 and 78 and Item 11 of part I of article 94 of the Constitution of the Azerbaijan Republic governs the relations connected with protection of green plantings in the Azerbaijan Republic, determines the rights and obligations in this sphere of the state, municipalities, physical persons and legal entities.

The present Law determines the legal basis of conducting observations, researches and works of active impact on atmospheric processes, developments, uses and protection of data by hydrometeorology and monitoring of the environment in the Azerbaijan Republic.
