The present Law determines the rights and freedoms of children in the Azerbaijan Republic, the basic principles of state policy concerning children, tasks of state bodies, other legal entities and physical persons in the field of protection of children according to the Constitution of the Azerbaijan Republic, the Convention on the Rights of the Child and other rules of international law.

The present Law is directed to creation in the Azerbaijan Republic to the independent judicial authority fixed in the Constitution of the Azerbaijan Republic for the purpose of justice implementation.

Issue of the foreigner living or staying in the territory of the Azerbaijan Republic or the stateless person for the actions made by it outside the Azerbaijan Republic for attraction by foreign state to criminal liability or execution of the penalty imposed by court is regulated by the Constitution of the Azerbaijan Republic, the present Law, the penal and criminal procedure legislation of the Azerbaijan Republic, other legal acts of the Azerbaijan Republic and international treaties supported by the Azerbaijan Republic.

The purpose of the present Law consists in ensuring compliance with human rights and freedoms by administrative authorities and achievement of rule of law.

The present Law is directed to identification, the prevention and mitigation of consequences of the offenses connected with corruption, protection of social justice, rights and freedoms of man and citizen, creating favorable conditions for development of economy, law enforcement, transparency and efficiency of activities of state bodies and local government bodies, officials. The present Law also pursues the aim to strengthen trust of the population to state bodies, to stimulate receipt of professional personnel on service in state bodies and local government bodies, to create the conditions excluding making by these persons of the offenses connected with corruption.

The present Law establishes legal, organizational basis and the main directions of activities of the state judicial examination (further - activities of judicial examination) in the Azerbaijan Republic, govern the public relations arising under the organization and performing judicial examination.

The present Law determines legal and organizational basis of fight against terrorism in the Azerbaijan Republic, coordinates activities of the state bodies fighting terrorism and also affirms the rights and obligations of these bodies and citizens.

The present Law determines the system of measures providing safety and social protection of the victims, witnesses on criminal case and other persons who are involved in criminal trial. The security measures determined by the present law are applied if it is impossible to ensure safety of the above-stated persons other means.

The present Law is directed to creation of legal mechanism for identification and prevention of the offenses connected with legalization of money or other property received in the criminal way, or terrorism financing, creation of the conditions excluding possibility of use of financial system for the purpose of legalization of such money or other property and financing of terrorism, protection in this sphere of the state and public concerns.

The present Law governs the legal relations connected with implementation of operational search activities and determines system of legal guarantees in application of operational search measures.

The identity certificate of the citizen of the Azerbaijan Republic (further - the identity certificate) is the identity document of the citizen of the Azerbaijan Republic in the territory of the Azerbaijan Republic.

Citizens of the Azerbaijan Republic, foreigners and stateless persons (further - persons) shall be registered at the place of residence and the place of stay. The registration purpose at the place of residence and the place of stay is creation of necessary conditions for registration of persons living in the Azerbaijan Republic, execution of obligations by them before other persons, the state and society, implementation of rights and freedoms of man and citizen (social protection, provision of pensions, appeal on military service, execution of judgments, etc.).

The present Law governs the relations arising in connection with implementation of freedom of information.

The purpose of the present Law consists in determination of the legal basis of the law on free, free receipt of information as equals for all conditions, according to article 50 of the Constitution of the Azerbaijan Republic, based on the principles of open society and the democratic constitutional state, and also creation of conditions for control from citizens of execution of public functions.

The present Law establishes general rules of search, obtaining, preparation, transfer, production and distribution of mass information in the Azerbaijan Republic, and also organizational, legal and economic basis of activities of seal, news agencies, television and the radio-organizations, the complete, reliable and operational information directed to implementation of the rights of citizens to obtaining.
